ADPP Mozambique is recruiting a Program Manager for Beira.
Short Program Description
- The Ministry of Foreign Affairs of the Kingdom of the Netherlands (MoFA), via the Embassy of the Netherlands in Maputo intends to fund a 4-year food and nutrition security program in Mozambique targeting the development of smallholder farmers, small commercial farmers, and other agricultural-related SMEs in Beira Corridor in Manica and Sofala Provinces. While the agriculture sector employs over 80% of the rural population, and it is the main source of food security in Mozambique, low agricultural productivity (constrained largely by limited access to and use of improved inputs, poor agronomic practices and a weak policy environment) serves as a major bottleneck to the growth of the Mozambican agriculture sector.
In that regard the program seeks to:
- Employ innovative ways and creative approaches to generate solutions to improving smallholder productivity.
- Increase agricultural productivity and incomes of small-scale food producers, in particular women and youth, family farmers including through secure and equal access to land,
- Ensure sustainable food production systems and implement resilient agricultural practices that increase productivity and production,
- Increase food and nutrition security and rural incomes while improving climate resilience.
- Create sustainable jobs and develop a competitive local agricultural industry.
- Create conditions for availability of resources and inputs, knowledge, financial services, markets and opportunities for value addition and non-farm employment.
- Help maintain ecosystems, that strengthen capacity for adaptation to climate change, extreme weather, drought, flooding, and other disasters and that progressively improve land and soil quality.
Job Purpose
- Provide overall strategic leadership and oversight. Lead with quality and integrity to ensure that all deliverables as deliberated in anticipated project are met according to objective, timeline and within agreed budget. Including that all operational requirement regarding activities, financial and reporting are met following administrative and “good governance” guidelines from the Donor and ADPP duration 4 years.
Primary Roles and Responsibilities:
- Provide overall leadership of the implementation, ensuring that the established program objectives, outcomes and project milestones are achieved timely and within the budget allocations;
- Provide strategic technical direction, management, quality control, timely delivery of program´s results, and reporting;
- Ensure planning and implementation of project activities, including monitoring the implementation of the project work plans. Planning has to be aligned with ADPP inclusive planning processes to ensure that program key positions and implementing partners all understand the wider frame work and support structure via broad inclusivity and responsibility towards the common goals of the project;
- Oversee budget preparation and overall financial management and compliance to ensure strict fiscal accountability;
- Oversee budget management while ensuring compliance with Embassy of the Kingdom of the Netherlands (EKN) requirements and ADPP policies and procedures;
- Serve as the main technical point of contact with the EKN, the consortium members, contractors, the government of Mozambique, other implementing partners and stakeholders involved in the program implementation;
- Oversee the recruitment, training, and supervision of project staff;
- Ensure effective collaboration and communication between the consortium members;
- Represent the program, nationally and globally, in relevant fora and events;
- Timely identify issues and potential risks related to program implementation and suggest appropriate program adjustments;
- Ensure the highest quality of programme monitoring, evaluation, reporting and communications.
Qualifications and Competencies
- Master’s degree in agriculture sciences, agribusiness, or related fields, with at least 10 years of experiences in working within the agriculture sector with focus on linking smallholder farmers and small commercial farmers to private sector in Mozambique (can be combined with experiences from other countries in Southern Africa);
- At least 5 years of progressive experience as Program Manager for managing large EKN-funded – or international donor funded programs in Mozambique;
- Demonstrated ability to create and maintain effective communication and working relations with partners, at all levels, and project staff;
- Demonstrated ability to plan and monitor program implementation;
- Demonstrated coordination, organizational and interpersonal skills;
- Demonstrated strong track record in meeting deliverables and deadlines;
- Demonstrated Leadership and Management skills that effectively motivate others and support team building and individual progress.
