Action Against Hunger is a recognized humanitarian association as public utility and founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food safety and livelihood, water, hygiene and sanitation and mental health and care practices.
Contract duration: 7 Months
Receiving base: Pemba
Availability: Imediate
Special Conditions: Nampula and Cabo Delgado residents
Remuneration: 82,215.00 MZN (Gross monthly Income) and 13th Month paid in December (prorata depending on the starting date)

OBJECTIVE:
- Coordinating the supply of the Pemba base (65%) & Mueda base (35%).
Mission 1: Process supplies:
- Ensure procurement is processed according to the project’s PPP;
- Handle supplies in accordance with the appropriate procedure;
- Handle orders in accordance with ACF procedures;
- Prepare the necessary documents related to the order: Supplier Purchase Order, Delivery Note, etc;
- Check the accuracy of the information on all documentation;
- Compile documentation to establish and obtain a complete procurement file;
- Ensure that all required validations are completed prior to procurement.
Mission 2: Manage the relationship with suppliers:
- Conduct market reviews to find new suppliers;
- Develop good relationships with suppliers;
- Negotiate prices with suppliers;
- Handle requests for quotations;
- Compare market prices;
- Maintain and develop a supplier database into LINK;
- Ensure that ACF policies (Gender and Safeguarding, etc.) are well understood by suppliers ;
- Participate in investigations in the event of a fraud alert or non-compliance with ACF policies by a supplier and propose corrective measures.
Mission 3: Organize the shipment of goods in the field:
- Establish the various shipping documents;
- Supervise the preparation and loading of goods and materials;
- Ensure that goods are received at their destination;
- File signed documents after receipt by the recipients;
- Inform the person in charge of equipment, for each procurement of this type, in order to register it in the equipment list.
Mission 4: Manage the information flow:
- Inform logistics and programmes of their supply progress;
- Keep LINK up to date with all relevant suppliers and market information;
- Ensure that all elements of procurement files are complete in LINK;
- Ensure that all procurement related documentation is carefully archived (Procurement Files, SRO, DN) electronically and physically in the archive room.
Mission 5: Tracking payments with the finance department:
- Ensure that invoices contain the required information in accordance with ACF procedures;
- Update procurement files with corresponding invoices;
- Pay the advance of cash according to the procedures of the finance department;
- Coordinate with the finance department to ensure proper follow-up of supplier payment.
Mission 6: Reporting
- Complete and maintain the Contract Monitoring;
- Provide cash flow forecasts twice a month.

SKILLS REQUIRED:
Diploma / Level of studies and Experience:
- Bachelor’s degree or higher in Logistics and/or Business administration or another related field. CIPP / CSCP / CPSM is an asset;
- Practical experience in mission procurement and stock management;
- Minimum 3-years experience in procurement management;
- Excellent team management skills, good listener, high communication skills;

Skills:
- Have proven interpersonal, networking and negotiation skills;
- Open minded and flexible character, autonomous and result oriented;
- Have a very good command of English and Portuguese, both written and verbal;
- Have excellent writing skills and oral communication skills.
