A Ayuda en Acción está a recrutar um (1) Coordinator of Development Programs para Pemba.
Objective:
The Coordinator of Development Programs will lead and manage Ayuda en Acción’s development initiatives in the regions of Cabo Delgado and, to a lesser extent, Maputo Province. This position requires a strategic focus on quality assurance, financial oversight, donor compliance, and the integration of sustainable development practices that deliver high value for money. The coordinator will ensure that development efforts effectively bridge with humanitarian responses, adhering to the humanitarian-development nexus principles, particularly in areas affected by ongoing security concerns.
Responsibilities:
Program Coordination and Strategic Leadership:
- Develop and implement strategies for sustainable development, aligning with local needs and Ayuda en Acción’s overall mission.
- Coordinate the planning, execution, and scaling of development programs, ensuring they integrate innovative solutions and sustainable practices.
- Integrate gender and protection frameworks into program design and delivery, ensuring that all initiatives promote equality and safeguard vulnerable populations.
- Work collaboratively with various stakeholders, including local government, NGOs, community leaders, and international partners to enhance program impact and reach.
- Support SMT members and actively engage in the development of project proposals within sustainable development and nexus thematic areas, offering both technical expertise and financial contributions.
Technical and Financial Management:
- Ensure rigorous financial management and donor compliance across all projects, implementing robust mechanisms for budget tracking, financial forecasting, and expenditure monitoring.
- Supervise a team of project officers and financial managers, ensuring the smooth implementation of ongoing programs and projects. Adopt project management tools and processes to ensure timely activity follow-up and successful project implementation.
- Apply value for money principles in program planning and execution to maximize the impact of invested resources.
- Provide ongoing technical support and oversight to project teams, ensuring that development activities are delivered to the highest standards of quality and efficiency.
- Ensure timely coordination with the Support Area in the National Program as well as with Headquarters to monitor the quality and efficiency of activities, provide timely forecasts, and track the program’s budget burn rate.
Monitoring, Evaluation, Accountability, and Learning (MEAL):
- Develop and maintain advanced MEAL systems to measure program effectiveness and impact, facilitating adaptive management and continuous improvement.
- Coordinate with the communications team to produce high-quality reports, case studies, and promotional materials that accurately reflect program achievements and learnings.
- Leverage data and feedback to refine program strategies, ensuring alignment with community needs and donor expectations.
- Guarantee timely and high-quality fulfillment of both internal and external MEAL requirements.
Research, Evidence, and Learning
- Engage regularly with program leads and field teams to identify knowledge gaps and innovative practices that could enhance organizational impact.
- Establish a systematic approach for collecting, storing, and sharing knowledge, ensuring it supports ongoing learning and strategic planning.
- Conduct and oversee comprehensive sectoral analyses to inform organizational strategy and external communications.
Cross-Functional Coordination
- Work closely with transversal teams, including gender, protection, and MEAL, to ensure a holistic approach to program design and implementation.
- Foster an environment of collaboration and learning, encouraging staff to integrate cross-disciplinary insights and innovations into their work.
Requirements:
Knowledge and Experience:
- Master’s degree in International Development, Economics, Project Management, or a related field.
- At least 8 years of experience in development program management, including significant experience in conflict-sensitive regions and compliance-heavy environments.
- Expertise in financial management, donor reporting, and compliance frameworks. Knowledge and experience working with international donors (such as the EU, BHA, UN, etc.), as well as familiarity with Spanish cooperation, is highly desirable.
- Well-versed in impact evaluation techniques, familiar with various evaluation frameworks such as the Development Effectiveness Criteria (DEC) and capable of applying these in varied contexts.
- Proficient in applying MEAL principles and practices to ensure program quality and accountability.
- Strong leadership and team management skills, capable of motivating and directing a diverse team.
- Excellent writing abilities with proficiency in drafting clear and comprehensive assessment and project reports in English.
- Exceptional planning, coordination, and reporting skills, adept at managing extensive workloads involving complex and diverse tasks.
- Strong communication skills, capable of effectively working and collaborating in multicultural and geographically diverse environments.
- Flexibility to adapt work practices and schedules, including the capacity to collaborate with rapid response teams during emergencies.
- High level of English and Portuguese required to effectively communicate in key operational regions; Spanish is highly desirable to facilitate broader regional interactions.
