The Helen Keller International is recruiting a Operations Manager for Maputo.

Position Summary:
The Operations Manager is a senior leadership role responsible for overseeing all operational aspects of Helen Keller Intl’s Mozambique Country Office. This includes ensuring the effective and efficient management of logistics, procurement, IT, security, and administrative functions in alignment with organizational policies and donor requirements. The Operations Manager will provide strategic guidance to enhance operational performance, support program delivery, and promote a culture of compliance, transparency, and accountability.
Key Responsibilities:
Strategic Leadership and Management
- Provide strategic direction for operational functions, ensuring alignment with organizational goals and programmatic needs.
- Collaborate with the Country Director and senior management team to develop and implement operational policies, systems, and procedures.
- Participate in strategic planning and decision-making processes to support organizational growth and sustainability.
Operations and Logistics
- Oversee logistics operations, including supply chain management, fleet management, and inventory control, ensuring timely and cost-effective support to programs.
- Lead the development and implementation of operational work plans, ensuring adherence to timelines and budgets.
- Coordinate with program teams to anticipate and address logistical and operational needs.
Procurement and Compliance
- Ensure all procurement processes comply with Helen Keller Intl’s policies, donor regulations, and local laws.
- Manage vendor relationships and maintain a database of pre-qualified suppliers.
- Monitor and evaluate procurement activities to ensure value for money and transparency.
IT and Administration
- Oversee the management of IT systems and infrastructure, ensuring robust support for operational and programmatic activities.
- Ensure that administrative functions, including office management and staff support, operate efficiently and effectively.
Security and Risk Management
- Serve as the security focal point for the country office, ensuring compliance with Helen Keller Intl’s security protocols.
- Conduct regular risk assessments and update security plans as needed.
- Train staff on security measures and ensure preparedness for emergencies.
Financial and Budgetary Oversight
- Collaborate with the finance team to prepare and manage operational budgets.
- Monitor operational expenditures, ensuring alignment with approved budgets and efficient use of resources.
Team Leadership and Capacity Building
- Supervise and mentor the operations team, fostering a culture of collaboration and professional growth.
- Identify training needs and provide capacity-building opportunities for operational staff.
- Promote a culture of accountability, integrity, and excellence within the operations team.
Qualifications and Requirements:
Education and Experience:
- Bachelor’s degree in Business Administration, Operations Management, or a related field (Master’s degree preferred).
- Minimum of 7 years of experience in operations management, preferably in an international NGO or development context.
- Proven experience in logistics, procurement, security, and administrative management.
Skills and Competencies:
- Strong leadership and team management skills, with the ability to inspire and motivate staff.
- Excellent organizational and problem-solving abilities.
- Deep understanding of compliance requirements, including donor regulations and local laws.
- Strong communication and interpersonal skills, with fluency in English and Portuguese preferred.
- Proficiency in Microsoft Office Suite and familiarity with ERP systems.

Working Conditions:
