Aldelia is recruiting a Workforce Development Lead for Maputo.
Responsibilities:
- Development and implementation of Local Content strategies and plans to ensure compliance with internal requirements and external commitments to stakeholders.
- Responsible for oversight and collaboration with Contractors to develop, achieve, and continuously improve workforce development programs.
- Experience with large-scale, workforce training programs, TVETs, and contractor management.
- Able to independently develop training program for local staff.
- Provides guidance and best practice approaches to employment, training and engagement/capacity building with workforce.
- Leads site-based Workforce Development Advisor(s).
- Leads the inclusion of Local Content, and specifically workforce development, into Contractor plans and Company strategy and standard business processes.
- Contributor to long-term strategic planning for local content.
- Leads reporting for workforce-related Local Content data/metrics, and designs and builds Project Local Content updates, including narrative, graphics, dashboards, and reports.
- Experienced with providing written and oral briefings to senior levels and large audiences.
- Able to lead and facilitate complex discussions with a diverse range of stakeholders.
- Monitors the global, national and Local Content landscape to inform continuous improvement.
- In depth knowledge of Mozambican local content law and government landscape.
- Position actively supports and participates in other Local Content activities as well as Labor Relations and other Socioeconomic Management activities.
- Excellent report writing skills.
- Excellent written and spoken English is preferred.
Requirements:
- Tertiary qualification in Law, Business, Education, Social Science & Humanities or related field.
- Minimum 15 years business, government, or NGO with local content and workforce development experience.
- Leadership skills in alignment, empowerment and continuously improving performance.
- Experience leading a team.
- Commercial knowledge to complement workforce development understanding is essential.
- Industrial Relations and/or Supplier development experience is a plus.
- Knowledge of legislation applicable to the Mozambique petroleum industry specifically those related to Local Content (labor law, local content legislations, etc).
- Good appreciation of government systems.
- Strong report writing and presentation skills.
- High level of interpersonal and communication skills in a multi-cultural work environment; persuasive with strong business perspective.
- Excellent oral and written communication skills.
- Proven management and leadership skills.
- Adaptable to changing priorities.
- Ability to assess and act on project resource needs.
- Experience with interacting with a variety of external entities (e.g., government agencies, NGOs, local communities, Contractors, Lender institution representatives).
