Aldelia is recruiting a Land Access Programs Manager for Cabo Delgado.
Summary:
Access to land and maritime areas for Project development purposes will result in physical and economic displacement of communities / households (HHs) and a Resettlement Plan (RP) was developed accordingly. The Land Access Programs Manager is responsible for leading the RP implementation team and providing support to the Implementation Partners (IPs) responsible for implementing key components of the Resettlement Program, namely: 1) land and asset revalidation; 2) compensation sign-off and payment; 3) physical relocation; 4) grave relocation; 5) livelihoods re-establishment and development.
Responsibilities:
- Lead the onboarding, coaching, upskilling and mentoring of the RP implementation team, including data management, compensation and relocation and livelihood re-establishment and development;
- Support (develop SoWs, etc.) the procurement of IPs for implementing key components of the Resettlement Program;
- Develop land access/livelihood execution strategies, implementation plans/schedule/budget and the necessary implementation monitoring;
- Guide the RP implementation team, as required, on the logic for effective implementation and risk identification and management;
- Develop all procedures, documents and agreements for the compensation entitlement/payment delivery and oversee its implementation;
- Ensure that Compensation Agreements and Compensation Schedules are prepared in advance, PAPs receive full briefings and the negotiation process for the Priority Areas is successful;
- Ensure that all data and documents related to the compensation and other resettlement-related activities are properly recorded and deposited into the Project Data System;
- Coordinate the handover of resettlement land access to A1/A4 ensuring that all supporting documents have been properly recorded and deposited into the Project Data System;
- Ensure the land access, compensation process and all field activities are completed in compliance with the Resettlement Plan, Project policies and procedures, and all applicable Mozambican legislation;
- Manage the implementation of the livelihood re-establishment and development program through implementation partners;
- Act as a focal point between contractors, the Project, Government, affected households and the wider community.
Qualifications:
- Minimum of master’s degree in development, economics, sociology, anthropology or any relevant field;
- Large-scale project, team and budget management experience in the extractive industry, including lender financed projects and international ESG;
- Minimum of 10 years of experience managing planning and implementation of large-scale land acquisition/resettlement programs, preferable in Mozambique;
- Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry partners, CSOs/NGOs and international organizations;
- Good negotiation and conflict management skills;
- Strong interpersonal skills, including negotiation, conflict management and ability to influence at all organizational levels;
- Fluency in Portuguese and English (written and spoken).
