The Contact is recruiting for its client, a multinational company operating in the Oil & Gas sector, (1) Cluster Coordinator for Pemba.
Responsibilities:
- Reporting to the Stakeholder Engagement Supervisor and the Stakeholders Engagement Manager, the main activities of the Cluster Coordinator are to: lead the Community Relations team, consisting of community liaison officers (CLOs) and community facilitator in their undertaking of daily and ongoing relationship-building activities between the project, communities and other stakeholders in the project impact area and district-level government;
- To coordinate CLO activities and serves as a bridge between project and communities and plays an integral role in implementing the project’s “stakeholders engagement plan” at the local level;
- Understanding how community expectations, needs, interests, concerns, and levels of influence might affect project activities, this forms the basis of engagement;
- Understanding how project activities might affect community wellbeing and community dynamics;
- Analyzing community insight considering their potential impact on project development; explaining community insights and potential project impacts to line manager;
- Understanding and mapping various community stakeholders and their needs, interests, concerns, and levels of influence in a way that can used for project decision making;
- Using stakeholders mapping techniques in risk identification and assessment; explain the results of stakeholders mapping to line managers;
- Contributing to strategic planning to engage all local stakeholders appropriately;
- Ensuring that information about the project is shared with the communities in an effective, appropriate, and timely manner using tools such as radio, social media forums and community meetings;
- Managing information sharing process relating to impact assessments, negotiation of benefit sharing agreements or process of free, prior and informed consent (FPIC);
- Working with community facilitators and interest groups to ensure that all community members have sufficient access to information;
- Identify the risks and opportunities associated with the sharing of information; regular engagement with community stakeholders, including local civil society organizations, households, and vulnerable groups, with the aim of building the trust and respect of the community;
- Organizing engagement in respect local customs and traditions and help others to do the same; explaining the goals and aspiration of the project and discussing potential project impacts and opportunities with the community;
- Identifying and respecting the needs of different groups especially vulnerable groups and modify engagement approaches as appropriate;
- Supporting the preparation of targeted information packages for community consultation; accurately recording community views and concerns to input into consultation process;
- Analyze the results of community consultation and presenting to line manager;
- Providing feedback to community members on how their views and concerns have been considered during the consultation;
- Implement and facilitate community access to and awareness of the project’s community grievance mechanism;
- Explain to community members how to use the grievance mechanism; supporting the community grievance mechanism by recording and reporting on grievances and their resolution;
- Analyzing grievances and resolution process to feed into project reporting reporting and documentation;
- Reporting to the line manager regarding team performance and the situation in community; reporting on major and minor incidents and emerging issues in the community;
- Analyzing and summarizing reports from different sources to present to line manager; assessing the risks associated with different types of reports and feedback coming from the community;
- Following company policies and procedures in community engagement and all professional conduct; applying international standards in local contexts;
- Responding appropriate to critique and seeking continual improvement; contributing to hiring decisions by providing insights about skills and expertise available within communities;
- Support community members with information on project job opportunities and gathering insights on the potential training needs of the local workforce;
- Identify risks and opportunities relating to hiring decision for local communities and working with industrial relations to mitigate these risks.
Requirements:
- Degree in a relevant area for the position;
- Experience working within the industry or comparable projects in social/ community related position;
- Experience working with community development programmes or related work, preferably in the local areas;
- Experience working with civil society organizations, the most relevant being that relate to worker rights, land claims, resettlement, participatory decision making and health, society, environmental groups;
- Knowledge of local communities;
- Knowledge of the industry, company & the project;
- Knowledge of regulatory;
- Local & Foreign languages skills;
